Purpose:
To rescind Operational Guidance (OG) 01-2021 Utilization of Certified Historically Underutilized Businesses
Background:
North Carolina Executive Order No. 143, signed in June 2020, directed the North Carolina Historically Underutilized Businesses (NC HUB) Office to establish a Small Business Enterprise (SBE) Program to expand opportunities for historically underutilized small businesses, in particular due to the impact of the COVID-19. OG 01-2021 encouraged Local Area Workforce Development Boards (WDBs) to assist with increasing the number of certified historically underutilized businesses engaged in state contracts. This Executive Order is no longer active. Additionally, effective July 2026, the NC General Assembly eliminated the NC HUB Office.
Action:
With the elimination of the NC HUB Office, administration of the NC SBE Program will transition to the Division of Purchase & Contract. While the Executive Order is no longer in effect, the SBE program continues. The Division of Workforce Solutions encourages WDBs to continue contracting, in accordance with 2 CFR § 200.321, contracting with small businesses, minority-owned businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms.
