Analysis of Impediments to Fair Housing Choice (AI)

North Carolina receives federal funding for affordable housing and community development projects.

The United States Department of Housing and Urban Development (HUD) oversees these funds.  When implementing housing policies, programs, and laws, we do not discriminate against people.

Indeed, on a regular basis, our state certifies to HUD that we do not discriminate against anyone by:

• race
• color
• sex
• religion
• national origin
• disability, or
• familial status.

North Carolina is now preparing an Analysis of Impediments to Fair Housing Choice (AI).  The AI, a public process leading to a final report, helps North Carolina document that we have:

• Reviewed our policies and practices,
• Identified any barriers to housing choice, and
• Set forth a Fair Housing Action Plan to expand choice for people in these protected classes.

North Carolina residents must be able to choose housing without facing discrimination. The AI will examine state laws, policies, and practices that may limit this ability.

The North Carolina Department of Commerce has started the AI development process, in collaboration with the North Carolina Housing Finance Agency and the North Carolina Department of Health & Human Services, our partner agencies.

North Carolina's final AI document will include:

• A review of progress achieved since the state’s previous AI, published in 2015,
• A list of current impediments (or barriers) to fair housing choice, and
• A Fair Housing Action Plan for the next five years.

North Carolina's AI report will address and evaluate all fair housing issues.  In particular, we'll be looking how issues may impact the location, availability and accessibility of housing throughout the state for protected classes.
