The 2025 North Carolina Consolidated Annual Performance and Evaluation Report (CAPER) summarizes the accomplishments of four North Carolina state agencies involved with the federal Community Development Block Grant (CDBG) program.  The United States Department of Housing and Urban Development (HUD) administers the funds at the federal level. 

     The Four Agencies Are:

• North Carolina Department of Commerce, Rural Economic Development Division
• North Carolina Housing Finance Agency
• North Carolina Department of Health and Human Services, Division of Aging and Adult Services
• North Carolina Department of Health and Human Services, HIV Care Program

These four agencies and their HUD-funded programs are working together to meet three goals for the good of North Carolinians.  These three basic goals are: to provide decent and affordable housing, to provide a suitable living environment and to expand economic opportunity to all North Carolinians.

The North Carolina Consolidated Plan 2021-2025 was developed in accordance with the Consolidated Plan regulations set forth in 24 CFR Part 91 and with the requirements set forth by the U.S. Department of Housing and Urban Development (HUD).

The Consolidated Plan serves two purposes:

• First, it is the planning document that guides the North Carolina Consolidated Plan Partners in addressing housing and community development needs across the state for the next five years, using the allocated funds received from the HUD.
• Secondly, this plan serves as a tool to inform a variety of stakeholders — including HUD, state and local officials, non-profit and advocacy organizations, and the residents of North Carolina — of the need for improving the living conditions for our state’s very low, low, and moderate income populations.
